Eagle Creek

With the creation of Eagle Creek Reservoir, the City of Indianapolis recognized the need for establishing a long-range master plan for the 10,000-acre area surrounding the water. After the careful evaluation of all factors that might influence land use decisions, preliminary design studies were made and reviewed with 16 public, semipublic and private groups. From these preliminary studies and meetings, a master plan was developed that included creation of the 5,300-acre Eagle Creek Park. Developmental guidelines for the boat docks, marinas, a lodge, winter sports area, visitor center, nature center, museum campground, picnic areas and hiking and riding trails were outlined. The master plan also formed a basis for the zoning, which guaranteed protection of the park from conflicting adjacent land use. Planned uses included housing development as well as zoning for schools and shopping centers.
